The Challenge

Founded in 1998, Triage provide employability, skills and education services which support and inspire individuals to achieve their career ambitions.


With sites in Scotland and the North of England, Triage supports the Scottish Government,Department for Work and Pensions (DWP) and Jobcentre Plus to deliver the Government’s Employability agenda, working at the forefront of economic recovery in the wake of the C19 pandemic.


As a result of significant organisational growth and their appointment as a key provider of the DWP’s ‘Restart Scheme’ in the North East of England, Triage required a talent partner to support them in the implementation of a collaborative, fully-managed programme of Talent Acquisition to ensure the successful launch of this brand new, high-profile employability programme across Tees Valley.

Our Solution

Parkhouse Bell defined a bespoke, fully managed Talent Acquisition strategy in collaboration with Triage.


We identified professionals across the full suite of roles required to build a leading, multi-site employability service, including:


lead managerial appointments

training and employment specialists

operational staff

administrative roles


Through the application of a talent research based approach (incorporating labour market intelligence, current regional recruitment trends, job-matching of roles defined by similar skill sets, local company research and salary comparison), Parkhouse Bell executed a regionally-focused programme of advertising and attraction, ensuring a ‘no-stone unturned’ approach was applied to all roles in scope to identify people-focused, highly-motivated and enthusiastic individuals.


Once engaged, assessment tools and scoring matrix were used to analyse candidate performance in each of the core requirements per role, testing their competencies, skills, behaviours, motivations, attitudes and cultural fit – with Parkhouse Bell only forwarding candidates who displayed the key ‘success attributes’ that would support Triage’s fundamental organisational values.

The ‘cost-per-head’ and time to hire was significantly lower than comparable, traditional recruitment models.


As a result of the success of the programme, Parkhouse Bell have supported Triage further on additional programmes of delivery, including Fair Start Scotland, Job Entry Targeted Support (JETS) and the Work & Health Programme (WHP).
